Hot News 2005 October 5 Bishkek City Kenesh deputies prohibited the city administration from carrying out a mandatory subscription campaign
XX session of Bishkek City Kenesh took place on 3 October, 2005. The deputies passed an order, prohibiting mayor’s office divisions, state administrations, education departments and health departments in Bishkek, from carrying out a mandatory subscription campaign for periodicals. City Kenesh press agency informed “in recent years, many of periodicals, that formally belonged to the government, extended their circulations, making state departments subscribe, being supported by the Presidential Administration and Government Apparatus- it is a grievous violation of the law. According to information given by Souzbek Saliyev, 2.9 million soms was used to subscribe 9 magazines and newspapers, including two Russian-based. It is not a secret anymore that a number of magazines and newspapers, targeting Kyrgyztan citizens, kept operating due to the subscription campaigns. Teachers were forced to subscribe to unpopular and useless news outlets, instead of necessary and specialized magazines. The schools and teachers were used to support the periodicals.
